LONG BEACH, Los Angeles County — October 23, 2026. The city’s Backyard Builders Round 2 program offers qualifying homeowners a potentially unusual tool for financing a backyard accessory dwelling unit (ADU): loans of up to $250,000, a published 2% interest rate, a 30-year term and loan payments deferred for the life of the loan. The headline sounds attractive. The underlying terms are what matter.
Who can actually qualify?
The second round is targeted at people who own and occupy an eligible Long Beach home and whose total adult-household income falls below the state’s applicable lower-income limit. The city publishes 2026 income limits by household size; a homeowner should review the current table and calculate gross income from every adult household member rather than assume a single salary determines qualification.
Geography is another filter. The city’s program gives first priority to addresses in designated federal Opportunity Zone or Justice40 areas. A second eligible geography, classified by the state as High or Higher Resource, may be considered if funding remains. The city anticipates lotteries among eligible applications in each priority group. Owning an eligible-looking property does not guarantee the household will be selected.
A 2% loan is not a $250,000 grant
Under the published terms, payments are deferred, but the borrower remains responsible for a debt that can become due at the end of the term or following a sale or transfer. Residents should request the complete loan agreement and ask how interest accrues, what triggers repayment and how the loan interacts with an existing mortgage. A contractor’s preliminary quote should not be confused with the total cost of permits, grading, utilities, labor and any required upgrades to the main house.
What the city provides beyond money
Long Beach says the program can include project-management and technical assistance with the design, permitting, construction and lease-up process. The April 15, 2026 announcement projected funding for at least 16 ADUs, compared with ten in the earlier pilot. This does not mean that sixteen places remain available today.
Is the application window open?
The April city announcement anticipated opening applications in the summer of 2026. The official program page still directs readers to an interest list and to program information about the application opening. Those statements do not establish that the application portal currently accepts new submissions. Check the live city page or contact the program directly before paying any application service or builder.
Before planning an ADU
Determine whether the parcel can actually accommodate the intended unit under the city’s ADU development guidelines. A pre-approved design can reduce certain design uncertainties but does not eliminate property-specific plan review, utility needs or necessary construction permits. Obtain a full budget, confirm the financing rules and plan for ongoing insurance, maintenance and property taxes.
